Ideally, any organization using ChromeOS and wanting to distribute policies to its devices should be able to use Pluto, and be able to integrate it into the rest of their software (management) stack.

This issue extends further than optics though; possibly exposing the core policy resolution and manipulation logic as a library also falls under this use case.
