Program documentation on the main website #1371

Currently our documentation is on Jupyter Book pages- explaining tax and benefit program details as they are in the model. A solution would be to move these to the main site (preserving interactivity).

When you refer to "program" documentation, I just want to be clear - does this refer to country package docs? Or app documentation? Or is it something else? Apologies for the confusion.

Also just a thought- we could have one GCP compute instance up that has all the streamlit notebooks, and use query params to show a particular one. I think that avoids hosting on streamlit (reliability issues) and avoids hosting each notebook individually (cost issues)
