Since the legacy binding is deprecated, needs a new binding

I can potentially create the python binding using either PyO3 or RustPython if you're ok with that 🙂 .

EDIT: I think PyO3 would be a better choice if we want to keep the python binding under the v3.11

I just read this link: PyO3/pyo3#435, and I think your conclusion is right. Let's use PyO3.
