Delay the Notifications

Short description

A configurable delay to send out the Notifications (and also for secondary-do-renotify).

Usecase

Some backends need some time (a few seconds) to update the changes (pull/push), but the notifications are immediately send, so in some cases a SOA Query from a secondary asking a unfresh Authoritative.

Description

Maybe it would be helpfull to have a "notification-delay" option ins seconds.
