Feature Request

Description of feature

Current artistic effect only syncs the type of effects, but not the parameters of the effect.
Syncing the type of effects brings with it the default parameters of each effect.
It would be more complete to sync exact effect parameters, in the event they were changed.

A good lead for doing this is the EffectParameters property of PictureEffect. PictureEffect.EffectParameters.
