it should

  1. be modaless, so that it doesn't block other window
  2. support live preview when selected color is changed
  3. support HEX/RGB/HSL format values copied from Color Info Dialog.

Or at least,
this new color dialog can be still based on the color dialog from MS,
but should be able to auto save/load user's custom colors

this component will be helpful for lots of features
