Add RFC 0009 to extend globbing to native tools #31

This RFC proposes the extension of globbing to native tools for PowerShell on Linux (initially).

The prototype for this exists at PowerShell/PowerShell#2325.

@lzybkr we just skipped 8. The RFCs in the repo are now 1, 2, 3, 4, 5, 6, 7, 9, and 10. There's another open PR with an 8, but it's not merged yet. How are we numbering?

Ah sorry, I missed the changes in 298bc7b and had numbered my own.

@andschwa we made a change to the process where authors don't provide the RFC# as there can be a race condition and the committee will assign RFC#s now

@SteveL-MSFT yeah I like that much better 😄 there was just a race condition between the change getting made and when I started my draft 😛
