Get-NetQosPolicy, other commands like it, should be pipped to 'fl *' so all fields are preserved

Many commands, such as Get-NetQosPolicy, only show a limited number of fields by default and those may not be enough to verify that QOS rules are setup correctly for example. We should be passing these through 'fl *' before pipping to file so all fields are preserved.
