pyrsgis version 0.4.1 release

Substantial changes have been made in this version of pyrsgis. Following are the details:

• The documentation page is configured now for most of the functions that pyrsgis offers.
• Example code added for all the functions.
• 13 new functions have been added.
• Minor bugs fix.
• Dependencies now include pandas and scikit-image packages.

Second pre release of version 0.4.1

Following additions have been made in this pre-release version:

• readthedocs autodoc configured
• documentation added for a majority of functions
• test performed for all functions
• 10+ new functions added in the pyrsgis.raster and pyrsgis.convert module

v0.4.1 will be released in a couple of weeks after rigorous testing of functions.
