Allow deploying to process work pools with flow.deploy

[desertaxle]

Adds the ability to deploy to a process work pool using flow.deploy and deploy. Adds checks to ensure that an image isn't used when deploying to a process work pool, but some sort of storage is provided. Includes a message directing users towards flow.serve for local development.
