Fix permissions issue in nightly release workflow #14174

The most recent nightly release workflow run failed with permissions issues. This PR updates the input to the changelog creation step and adds pull-requests: read permission to the workflow so release notes can be successfully generated.

This PR also updates the create release action because the previously used one is deprecated.
