What does this PR change?

#1418 updated flow.run() to populate scheduled start time, but had a bug in that it didn't update across scheduled runs, as identified in #1428. This fixes that bug by moving the update line into the loop.

Closes #1428.

Added a fix for an unrelated issue (that affected tests) that off-schedule runs didn't return task results
