Describe the bug

In the BO => Orders => New Order page, the voucher line is not removed when changing a carrier in the cart rule's selection.

Expected behavior

Explain what you expected to happen instead.

Steps to Reproduce

Steps to reproduce the behavior:

1. Go to BO => Catalog => Discounts page
2. Create a cart rule with a code with a carrier selection "177 carrier Pick us in store"
   
3. Go to BO => Orders => Add new order page
4. add some product to the order
5. In the Vouchers block, try to search this voucher
6. the voucher well added
7. In the Shipping Block, try to change the carrier
8. see the error, the voucher line is not removed
9. also, if you check the summary block, the Total vouchers still displayed, it shouldn't
