Add missing tests CI on module apiressources

Specs:

Here's all that's left of the test modules:

• update the API resources module (with all endpoints now in it - CartRule, CustomerGroup, FoundProduct, Product)
• delete the ApiResource classes you've moved, delete the associated tests
• Run the API module tests in the core CI #35208
