As an admin/content editor, I want to see all the images associated with a document so that I can determine whether I need to associate more images, clone the record, etc.

On the admin site (QA), edit a document with multiple images, some of which do not belong on the document, i.e. are not selected. (Or make some image selections in the form yourself, in the Fragment section of the form—then save if you made any changes.)
In the side-by-side image/transcription viewer, confirm all images are equal size, with no gray overlays, and the selected one(s) have a yellow border.
on the public view for the same document, confirm that unselected images are grayed out and smaller as before
... but the greyed-out images are hard to see. So once they're no longer greyed out, the chosen images could be marked in some other way, perhaps with the yellow frames we now use for the thumbnails (or another idea you may have).
Then there's the question of do we need to zoom in on them. I'm not as worried about that, since we're just talking about eyeballing the fragment to decide what to do with it, so I say no, not at this stage.
