On the QA site admin, you should now be able to add transcriptions for documents that do not have images.
Is your feature request related to a problem? Please describe.
There is no way to add transcriptions to PGPIDs without any images directly from the admin interface. However, many of these images exist on FGP, so it would still be useful to show front-end users the transcriptions.
Describe the solution you'd like
I would like to be able to add transcriptions tied to placeholder images (in the same way we do now with IIIF images) so they can display on the site. The link to add a new transcription should always be available from the admin interface, even if there are no images.
