Describe the bug
Searching for a full shelfmark (including letters and numbers) gives thousands of results and the first few pages (of results) are irrelevant.

To reproduce
Steps to reproduce the behavior:

  1. Go to admin document search.
  2. Search for "BL OR 5566B. 19"
  3. See results.

Expected behavior
I want a full shelfmark search (of a document in the PGP) to give me the correct document/PGPID in the first result.

@rlskoeser suggested we switch the admin search functionality to use AND instead of OR.
