Quiet is lesser ban which only prevents talking and changing nicks on the channel. It's supported by all modern IRCds. It being supported can be seen in /version or when you connect to the network as the q in CHANMODES=eIbq,k,flj,CFLMPQScgimnprstz (freenode).
It would be very helpful if the Channel plugin had quiet command in it and supported timed quiets so the ops don't have to remember to remove them (I am aware Atheme has quiet command (update: /cs help quiet on freenode doesn't document it supporting timed quiets), but e.g. Anope doesn't and nothing prevents people from running networks without services).
The kban command has syntax which I think could be used for it too, quiet <seconds> <nick|banmask>. If seconds isn't given, permanent quiet (until manually removed) and when nick is given the banned hostmask should be what protocols.irc.banmask has.
Oh, and when there is quiet command, there should naturally also be unquiet command.
