Mute member with a zero perms role.

1. 'pb!mute @user ' - Mute
2. 'pb!mute @user' - Unmute

Expected behavior
The user should be muted with a role. With the role, the perms for writing are removed from the user.

Additional information
When a new textchannel or voicechannel is created on the guild, Progen must adjust the permission for the Progenmuted role for this channel.
