Description of issue

admin_ranks is not populated with either the contents of a separate table, or admin_ranks.txt when running SQL admin.

Difference between expected and actual behavior

admin_ranks to be populated under SQL admin system.

Steps to reproduce

enable SQL admin, ranks are nonfunctional.
