Task 2: Configurable Custom Regions

There will be a default configuration available for each state legislative chamber (see Task 10). Under this task, support for custom regions will be implemented such that local municipalities, counties, and other jurisdictions will be implemented. This support will include:

• Implement support for custom regions - Data upload and processing pipeline for custom regions, including a mechanism for a user to upload GeoJSON files and have those converted to the TopoJSON and vector tiles needed for the application to run
• The features will support configuration via a simple browser-based user interface
