Support for secret scanning

We'd like to enable Secret Scanning programmatically in our repos. This is available via the API already:

Can you update this to support enable/disable of secret scanning? Thanks!

@zkoppert I'm not sure this PR gives us what we want. This is read code scanning alerts. But that's different than ability to opt-in to GitHub Secret Scanning, which seems like a different configuration option
