Update the starport config.yml so the local dev network served by starport uses realistic genesis parameters (i.e. staking inflation is disabled and ustripeusd is not transferrable

Removing vuex?

yes cause it gets generated every time we serve the chain with starport and it is very annoying.
If we need it we can always starport generate vuex manually
