How come the release of 0.3 came before the merge of this PR? Not a big deal, but perhaps the RELEASING.txt process might need to be updated.

@chrismorales please sign CONTRIBUTORS.txt.

Also a minor improvement would be to add index entries and dates for each of the release versions going forward. We've adopted this for Pyramid so that the anchors don't get automatically renumbered by Sphinx with each release. For example:

0.3 (2018-05-14)

RELEASING.txt should not be renamed. Please maintain consistency across Pylons Project projects. Also it is not valid reStructuredText, but just plain text.

Ok i'll revert my changes back to RELEASING.txt . I'll also do index entries and dates for releases starting with the current release.Thanks Steve!
