I use Quickstart guide from page

Is the other channel in follower only mode for chat?
Is it mod in both channels?
Phone verification required?
Is the bot its own account or using your own account?

perhaps your bot does not follow the other channel and they have follower-only mode on? Or it doesn't have a verified phone number and the other channel requires it?

the bot is logged in under my name. I can send messages on this channel, but the bot on my behalf cannot. I am not a moderator on that channel. Channel not in fallower-only mode. And I follow this channel.

That's your issue then, the bot should be its own account and not yours.
You are hitting a rate limit of sending messages too quick when technically self botting
