Issue with setting job to unemployed

Summary

the unemployed job is not settable via /setjob

Reproduction

use setjob or setgang make the user parto f the "none" gang or "unemployed" does not allow you to set the player to be those.

Doing so will result in this error:

Expected behavior

setjob unemployed 0 and setgang none 0 should function as they did before changes to qbox.

Actual behavior

doesn't work.
