Add deployment of metapackage shim to Terra

The metapackage shim Python package itself needs to be deployed from Terra for at least a little while as well while we sort out the versioning on PyPI. This issue is just to have a handle to track the last remaining things to be done on the metapackage before this repo can be archived.

Will be fixed by Qiskit/qiskit#10530.
