chore(nx): migrate nx to 15.7.0

What does this PR do?

> Link to the JIRA ticket

• We needed to migrate nx all at once to avoid independabot bumping nx related packages
• For many versions nx had a problem with react HMR. I raised this issue HMR super slow with React project since 15.6.0 · Issue #14580 · nrwl/nx that has been fixed since.
