Qubes OS release

4.1

Brief summary

salt-ssh package is not available in bookworm

Steps to reproduce

apt install salt-ssh

Expected behavior

Will install

Actual behavior

Wont install

salt-ssh is available in sid, but not in bookworm.
soft freeze is scheduled for 2023-02-12
If salt-ssh has not moved in to testing by then, we'll have to provide a package ourselves

This is dependency of #7134

- drop patches included upstream already
- update patches
- remove salt-unity - dropped upstream
- add salt-pip - new tool
- disable tests - requires 'pytestshellutils' python package, that isn't
  packaged on Debian

We do maintain own salt package for bookworm now.

For focal, salt was supposed to be excluded, but the actual code did the
opposite - included it only on focal (but not other Ubuntu versions).
Fix this too, while at it.

This reverts commit d06e436 and
5a0d9e5.
