Replaces broken download links for Qubes OS 3.2.1 and older with working links from archive.org. Thanks to forum user machineassociate for providing the working links in <https://forum.qubes-os.org/t/22778>. Fixes QubesOS/qubes-issues#8447

Just noticed this comment from @unman. I'm not sure what it means for this PR. I guess this PR should be closed without merging if these links aren't acceptable for some reason. |

I have been told that the removal of these old ISOs from ftp.qubes-os.org was intentional and that the links can be removed from the downloads page, so this PR is moot. |
