Massive Refactor

Ok, this is the current state of my refactor. I did the following:

• Ensure all class names are UpperCamelCase
• Added a clang-format file to the root of the repo with rules that mostly match the current coding style.
• Move device related stuff into platform/device. Hopefully this should keep some of the random device checks out of the codebase
  • In the future please try to avoid if(deviceID==X)
• started cleaning up functions.h Ideally that file should be entirely gone in the future
• some work to get this running on desktop in the future
• removed some duplicated/dead code
