Use a systemwide installation of xmonadctl

previously xmonadactl (https://github.com/Quoteme/xmonadctl) was launched by placing an executable in .cabal/bin, but this is changed in this release, where xmobar-luca will instead launch xmonadctl from $PATH (presumably by installing xmonadctl systemwide).

Probably xmonadctl will be a dependency in the next release to make the windowmenu in the top-right work by default.
