BP-WG/bp-wallet#19 has now been converted to bp-electrum. I'll rebase this one on master as soon as #150 is merged (IMO it makes sense to first have that in). |

This PR completes support for electrum.
rgb-runtimenow uses either electrum or esplora as a resolver, using the same rules as inbp-wallet/bp-util.This is in draft as it depends on BP-WG/bp-wallet#19.
