This PR completes support for electrum.

rgb-runtime now uses either electrum or esplora as a resolver, using the same rules as in bp-wallet/bp-util.

This is in draft as it depends on BP-WG/bp-wallet#19.

BP-WG/bp-wallet#19 has now been converted to bp-electrum.

I'll rebase this one on master as soon as #150 is merged (IMO it makes sense to first have that in).
