Refactor Runbook to one sentence per line in every file #38

This PR is a refactor and does not make significant changes to content. Specifically, it does two things:

  • Adds a brief introduction of what the Runbook is to the index page
  • Refactors all pages to one sentence per line (this makes the git diffs easier to review for future PRs)

Tagging RITlug/tasks#8 for tracking purposes.
