Regression: Games Fail to Start

Metal Gear Solid 4 (NPUB) not ingame on RPCS3 v.0.0.11-10791 and after.

Details

After PR #8663, v.0.0.11-10791 and after, I can not ingame in Metal Gear Solid 4 (NPUB). I get the error below:

"E {GDB Server} GDB: Failed to bind socket on '127.0.0.1:2345'.
E {GDB Server} GDB: Could not establish new connection.
F sys_net: Failed to bind DGRAM socket to 3658 for P2P!"

I am using the default settings of the emulator with "Vulkan" and network is "Disconnected". Anyone else get this?

• CPU - AMD Ryzen
• GPU - RTX
• Windows 10
