Quick summary

The Crowd in DJ Hero 2 has display issues on pr #8769

1. recently, i noticed that in newer versions of RPCS3, the crowd wasn't appearing correctly. I pinpointed this to PR #8769

and PR #8776 it was working fine.

Oh, I forgot to mention that this also happens on DJ Hero 1.

tested with 0.0.16-12374-ddbe4960 and still not fixed

Crowd graphical issues are still present in 0.0.17-12611, in DJ Hero 1, DJ Hero 2, and the DJ Hero 2 PSN demo.
Screenshot from the DJH2 demo attached. You can go ingame in the demo by emulating a turntable (enabling Pad 7) and then entering QuickPlay

It's a mipmap generation issue for 16-bit texture formats. They are quite rare when it comes to blit engine so it can break without anyone noticing. I'll have a fix ready later today.
