Describe the bug
We currently have the following uses conditions:

    NcDataReader2(version="2.5.0"),
    SDF(version="0.4.2"),
    Modelica_DeviceDrivers(version="2.0.0"),
    ObsoleteModelica4(version="4.0.0"),
    Modelica(version="4.0.0")

• NCDataReader2 is only used in obsolete. Thus, it should be removed.
• Modelica_DeviceDrivers is only used in the AgentBased models and communication models. Currently, it raises issues with OpenModelica, as it is not OM compatible as it seems (https://libraries.openmodelica.org/branches/master/Modelica_DeviceDrivers/Modelica_DeviceDrivers.html). Uses condition only in the would also be an option for this.
• ObsoleteModelica4 is only used for OneNonLinearEquation in CHPCombustionMixtureGasNasa, Internal Heat Exchanger and a utility function. A replacement must exist in the new MSL 4.0, avoided the need for this old Obsolete library. Here is the PR: Replace Modelica.Media.Common.OneNonLinearEquation by Modelica.Math.Nonlinear.solveOneNonlinearEquation modelica/ModelicaStandardLibrary#3207
• SDF is primarily used in the heat pump model, but will be used in future models as well.
