I tried downloading the full zip and replacing it and restarted RBM but then it went straight into setup, ignoring all configuration.
I noticed that some config files show compatibility with the unreleased .4 release, maybe it was that?

It should start normally, even with this missing file. Could you please create and upload a Debug file?

I have added the missing file to a quick release v4.8.2.6

Seems fine now after a system reboot.
Putting it down to a glitch (user stupidity lol)
