What does this data pack do?

It makes it so you regular deepslate can be used in a stone cutter just like cobbled deepslate

How do I download it?

Select your version, click the green Code button, then click Download Zip. Take this zip and save it in your minecraft_world_name/datapacks folder. If the world is already running, either run the /reload command, (if single player) save and quit than rejoin, or (if a multiplayer server) restart the server. When running the /datapack list command, it should then be shown in the list.
