Permissions error when running "pip3 install -U pip" in virtual environment | Windows 10

What happened?

After installing and running the virtual environment as per the Rasa Installation Guide, I tried running

pip3 install -U pip

and I get the following error:

ERROR: Could not install packages due to an OSError: <span class="error"><span class="error">[WinError 5]</span></span> Access is denied: 'C:\\Users\\*****\\AppData\\Local\\Temp pip-uninstall-sozp7h1l pip3.exe' Check the permissions.

I am running the Command Prompt as an admin.

maybe you've already solved, but just in case put the flag --user to the command and this might solve you problem
