alpha v0.1 Translate OpenCPN GPX to/from RTZ

Standalone application to translate OpenCPN GPX files to/from RTZ. Validation is carried out with the Xerces parser against both RTZ schemas 1.0 and the provisional 1.1.
Sample files are provided in the zip to test the application. At the moment this is only Windows 10/8.1.
RTZassist.windows.zip
No binaries attached because the 'RTZassist.exe' needs additional files. An installer will be made later.
