All other mobile and desktop platforms with built-in momentum scrolling
enable it by default. iOS requires an explicit CSS rule.

Coverage Status

Coverage remained the same at 97.644% when pulling 3346d76 on nelsonjchen:overflow-touch-ios into e387113 on ReactiveX:master.
