Update query params on the issues tab URL based on query string #971

Description :

When we navigate to status site and switch to the issues tab, we can search issues based on query string.
When searching an issue based on a query string and pressing enter, the issue shows up but the query string is not updated on the URL.

Acceptance Criteria :

Should be behind feature flag.
Query params should be reflected on the URL after using search filter.
The link along with the query params and the feature flag should be sharable to other people.
Thorough testing for the functionality added.
