These buttons are both drop targets - which means that you can drag an email on them. But the effective area of the button (especially in its default state) is very small - this could be improved by adding slightly more padding to the right and using the full toolbar height to accept dragged / dropped items.

Here is a test version. I also added some hover / dragover style (a dashed outline) to make clearer when the target is hit. This stretches the area of the quickJump and reading list buttons over the whole height of the toolbar, also added some padding at the sides:
