Resolution: 1920x1080
Fullscreen: Yes

Processor: AMD FX6300
Graphics Card: Gigabyte Radeon RX 550 2GB
RAM: 8GB DDR3

When I start the game in 16-bit mode, it closes

Could not reproduce on 1.3.10.
OS: Windows 10 Home v1709 x86_64
HW: Ryzen 3 1200 and GeForce GT 1030

Was able to create a new game both with and without the 16-bit option checked at OP's resolution.
While it was checked, however, the two videos before the title screen were distorted, being covered in yellow lines reminiscent of a driver bug, and the in-game framerate was about 3.

That also happens to me as well, it simply means your PC doesn't support 16-Bit graphics, at least what Blitz3D uses.
