There's a slight chicken and egg problem in that posting an enrollment requires an account with one or more servers, but for an enrollment to include a clock hash and block # it must get that data from somewhere.

The user can supply clock hash and block # info from another source or the client could have a few apis hard coded to get that initial data.

Another option is to separate out the mediator info from the enrollment. Enrollment then becomes pretty much only about identity and contact info and the delegate can easily update the mediator fee, expiration time, etc.
