Basic tests working!

Its doing its job on windows, but it still needs a bunch of testing to ensure its good to go big.
This release is for Windows 64bit (built on Windows 8).
The major platforms/arch will be included in next release.
Right now, only windows systems can actually compile mods out of the box, so this should cover a bunch of cases.
