Seen on RPI2+ RPI3
RetroPie 4.x+
seen on 720p and 1080p

This issue is annoying, but should be a pretty easy fix, I just haven't found the correct source files to edit.

fix 'DateTimeEditComponent' output formatting.

If the display mode is `DISP_DATE`, ignore the `mTime` field when calculating the output.
This fixes the size calculation of the component.

Fixes RetroPie#385.
