EECI-4699: Update CLA Signature Bot

Updates the CLA Signature bot workflow in this repository to reference the new shared workflow in cla-signature-bot.
The bot has been updated to prevent mentioning external users in cases where a contributing author cannot be found on Github and the display name is listed instead.
