This P/R updates the package definitions for
rosbridge_serverandrosbridge_library, adding conditional dependencies for Python packages. It also updates PNG compression code to use bytes wherever applicable. The PNG compression is utilised by ros3d.js by default.Note that rosdistro still lacks definition for
python3-autobahn.
